Saudi higher authorities have amended regulations governing the handcuffing of individuals following their arrest.
The key amendment centres around Article 21 of the Executive Regulations of the Criminal Procedure Law, which governs law enforcement procedures in the kingdom. Under the amended regulation, handcuffing is only permitted if the individual poses a threat to themselves or others, or if there is a credible risk of attempted escape from custody.
This decision comes after a thorough review of existing practices, aiming to limit the discretionary power of law enforcement officers in handcuffing individuals.
