Work Visa Regulations for Hajj & Umrah Updated in Saudi Arabia

The Ministry of Human Resources and Social Development has announced updates to regulations for temporary work visas in the Hajj and Umrah services sector. Approved by the Saudi Cabinet, these changes aim to offer greater flexibility for businesses to meet labour market demands and create a more appealing work environment.
Key updates include renaming the seasonal work visa to the ‘Temporary work visa for Hajj and Umrah services’, and extending the grace period for these visas from mid-February to late July. The regulations will also expand eligibility for establishments operating during the Umrah season and outline clear timeframes for visa procedures, promoting governance and transparency.
To protect employers and employees, the ministry will require signed contracts and mandate medical insurance before visas are issued. Additionally, penalties will be introduced to prevent misuse of the visas.
Businesses will benefit from streamlined processes, such as the ability to extend visas for 90 days without needing endorsement. These regulations will take effect in 180 days, giving businesses time to adjust while ensuring smooth operations during Hajj and Umrah seasons.
